<p><b>Can I get a government grant to purchase property for real estate  to sell?</b>
<p>I have an idea that I think could earn me a fortune but I&#039;m not clear about<span id="more-238"></span> if its possible. I have located many houses that are vacant either because of taxes or bank foreclosures. I like to get a government grant and purchase the properties and turn around and sell them. Is this possible or not.</p>

<p>In Oregon, An itemized accounting of the deductions from the deposit and the unclaimed portion of the deposit must be mailed to your last known address within 30 days.   So make sure you leave a forwarding address, or the deposit will be mailed to the apt. you just vacated.</p>

<p>We moved out over a year ago and all the suddon we get a summons<span id="more-235"></span> for court. She is taking us to small claims court. Most of the damages she is claming is over the electric in garage, carpet being wet from A.C. which we called about when it started about 3 days before we left. Holes in the wall, roof damage(we didnt know about this), ceiling fan not working, ceiling leak in bathroom, and that she had countless hours of cleaning to do. Other than the carpet, every thing she is claming was there before we moved in or we didnt even know about it.  Its almost $4000 she is suing us for, can we really be held liable in court?</p>

<p>I am going to the coast for my birthday and i want to stay at a good, cheap hotel for a night between July 9-15. I have looked all over the internet and the cheapest one I have found is a hundred dollars a night, and that is too much for my budget. Two adults and three kids. <p>My friend moved in to a house (in Oregon) about 2 years ago and it was in serious disrepair, since then they have painted and fixed things up (and been reimburst), but the carpet was in bad shape when they moved and and over the course of 2 years it has become more worn out. Is there something in the law that states property management teams or landlords need to replace carpet every few years? This is something they want the company to do rather then themselves just incase there is any floor damage done from replacement. <br />
Please only answer if you know anything about Oregon Laws, other state information won&#039;t help as it differs from State to State. <br />

<p>CHARLESTON, W.Va. &ndash; To get a sense of the popularity of Canaan Valley Resort&#8217;s new summer inner-tube park, watch the squealing kids scurry back up the hill after completing a run.</p>
<p>&#8220;This is so much fun!&#8221; said Dillon Morris, 11, of Reedsville.</p>
<p>The slopes that thrill thousands of skiers in the winter at this Tucker County resort are no longer idle in the summer. Canaan Valley is one of a half-dozen resorts in North America to offer the tubing runs, which use a new technology that offers dry tracks rather than wet slides.</p>
<p>Two of the other resorts are located in Virginia, one is in Western North Carolina, one is in Oregon, and the sixth tube park is in Ontario, Canada.</p>
<p>&#8220;By adding this new feature, it&#8217;s keeping our ski area business going for the summer,&#8221; said David Vance, Canaan Valley&#8217;s assistant ski area manager.</p>
<p>The resort spent $56,000 for two 306-foot runs at the base of the resort&#8217;s Meadows I slope, using the technology manufactured by Italy-based Neveplast.</p>
<p>According to Neveplast&#8217;s Web site, the low-friction synthetic carpets, known as Tubby tracks, have the same slippery properties as snow.</p>
<p>&#8220;It&#8217;s a great summer venue source for ski areas, and the customers seem to be enjoying it &mdash; screaming all the way down,&#8221; said Ryan Locher, Neveplast&#8217;s U.S. sales representative.</p>
<p>Ski resorts have long offered summer luging and bobsledding on slippery tracks without the snow, and some also have wet slides for tubes. The Tubby system is different because it uses inner tubes but no water.</p>
<p>Installation at Canaan was simple. Locher helped assemble the tube runs in about five hours.</p>
<p>The sheeting is fastened to the terrain. Each 4-foot-wide run has raised edges and slightly lowered centers to keep riders on the track. The resort&#8217;s inflatable tubes already used on winter slopes had shell linings attached to their undersides to help them glide along the orange-and-green track.</p>
<p>For enthusiasts, it&#8217;s hard to beat the price. At Canaan Valley, two-hour tubing sessions cost $10 per person. The sessions, limited to the first 50 people, are held three times daily from 9:30 a.m. to 4:30 p.m. Riders must be at least 42 inches tall.</p>
<p>&#8220;This is great for kids and grandparents alike and is something we can do together,&#8221; said resort guest Glen Jarrell of Charleston. &#8220;My grandson enjoyed racing me to the bottom.&#8221;</p>
<p>Neveplast, which also makes artificial alpine and nordic ski slopes and trails, has more than 300 summer tubing installations worldwide. There are 20 proposals out for more U.S. tubing parks in 2008, Locher said.</p>
<p>&#8220;It&#8217;s just catching on here,&#8221; he said. &#8220;Next year should be very busy.&#8221;</p>
<p>Troy Hawks, the managing editor of the National Ski Areas Association&#8217;s trade publication, said he was unaware of any similar dry-tubing at U.S. resorts other than those using the Tubby system.</p>
<p>Locher, who also is the mountain manager at Virginia&#8217;s Bryce Resort, heard about Tubby and had it installed at the resort two years ago. Bryce operates three summer tube runs.</p>
<p>It&#8217;s too early to tell whether the new tube parks will significantly boost resorts&#8217; incomes. At least it&#8217;s creating a summer niche at some places.</p>
<p>
The Tubby runs average about 200 riders at day at Oregon&#8217;s Mount Hood Ski Bowl and about 100 per day at North Carolina&#8217;s Sapphire Valley Resort. There are also Tubby runs at Massanutten in Elkton, Va., and Chicopee Tube Park in Kitchener, Ontario.</p>
<p>
&#8220;It&#8217;s so simple. That&#8217;s really the beauty of it,&#8221; said Bill Rouda, Sapphire Valley&#8217;s ski school director who financed the Tubby run with his own money because he was looking to open a summer business. &#8220;All you&#8217;re selling is gravity. You get on an innertube and slide down the hill. There&#8217;s no moving parts.&#8221;</p>

<p>CONCORD, N.H. &ndash; Northern New England&#8217;s fall foliage is expected to be spectacular this year, unlike tourism revenues, which likely will remain muted as the economy slowly recovers.</p>
<p>Abundant rain during the summer should boost the vibrancy of the red, orange and gold foliage that attracts millions of visitors to New Hampshire, Maine and Vermont each fall. That has tourism officials optimistic, though no one&#8217;s expecting to break any records. They&#8217;re offering a variety of packages and deals in hopes of matching or beating last year&#8217;s revenues, which were down significantly from previous years as recession gripped the nation.</p>
<p>In Vermont, more than 60 lodging properties, tourist attractions and restaurants are offering tourists with midweek bookings &#8220;Midweek Peek&#8221; deals ranging from &#8220;stay two nights, get the third night free&#8221; to a free round of golf or half pint of maple syrup.</p>
<p>Dozens of properties in Maine are offering similar getaway packages during foliage season. In New Hampshire, the state tourism Web site lists &#8220;Yankee Dollar-Stretching Deals,&#8221; and individual properties have their own promotions. Whitney&#8217;s Inn in Jackson is offering a third night at half price or a free fourth night. The listed rate for late September until mid-October is $129 per night for a standard room for two people.</p>
<p>Innkeeper Susan Pettengill said the inn is in good shape for foliage season &mdash; all but six of the 26 rooms are booked for the busy Columbus Day weekend &mdash; but acknowledged the toll the economy has taken.</p>
<p>&#8220;We&#8217;ve had to lower our rates, and people are very comfortable asking for discounts,&#8221; she said.</p>
<p>New Hampshire had 7.5 million visitors who spent about $1 billion between September and November last year, and officials expect to roughly match that this year. The most recent data from Vermont shows 3.7 million visitors spent $375 million in fall 2007.</p>
<p>Revenue figures weren&#8217;t available for Maine &mdash; which had 9.2 million visitors last fall &mdash; but some property managers have been reporting that reservations are about equal to or slightly higher than last fall, said Greg Dugal, executive director of the Maine Innkeepers Association. Though he welcomes such news, he points out that lodging revenues were down more than 10 percent last September and 3 percent in October, when the the nation&#8217;s financial meltdown kept many potential visitors away.</p>
<p>Revenues also were down in June and July, Dugal said, in large part because of the rain. In New Hampshire, more people visited the state this summer but they spent less, said Tai Freligh, spokesman for the state&#8217;s travel and tourism division, and more of the same is expected for fall, he said. The state continues to advertise in key markets like Philadelphia, Boston and New York, but since summer has been focusing more on New Hampshire residents, he said.</p>
<p>&#8220;Folks are taking more trips and making them shorter, and spending less when they do travel. They are staying closer to home,&#8221; he said.</p>
<p>That&#8217;s Chris Cavallari&#8217;s plan. Cavallari, 30, owns a video production company in Portland, Maine, but a retail job pays the bills. So instead of taking a week off to visit his brother in Arizona or vacation in Florida, he&#8217;s taking more short trips, closer to home.</p>
<p>&#8220;A three-day weekend here, a four-day backpacking trip there, and I get more bang for my buck,&#8221; he said.</p>
<p>He is considering backpacking in western Maine or New Hampshire&#8217;s White Mountains, a road trip up Maine&#8217;s Coastal Route 1, a bike tour in Maine or kayaking along the Maine coast. Whatever he decides, he hopes to keep his expenses under $100 for a four-day trip.</p>
<p>&#8220;I&#8217;m an outdoorsy guy, so it would be camping no matter what mode of transportation I take,&#8221; he said. &#8220;Though I love staying in hotels, camping is more fun and less expensive.&#8221;</p>
<p>In Vermont, the state tourism office has been getting more requests for vacation planning packets, up 7 percent in August compared to a year earlier. New Yorkers made more inquiries than any other state, and requests from Texas jumped 21 percent to take the number two spot.</p>
<p>&#8220;The economy has affected our area, but not as much as other areas of the country,&#8221; said Linda Patterson, 57, of Boerne, Texas, who will be traveling to Vermont with her husband later this month. &#8220;We just decided we needed a vacation, although we have been cutting back in other areas of our budget.&#8221;</p>
<p>Patterson is a semi-retired school librarian; her husband is a water plant operator. After vacationing in New Hampshire four years ago, they picked a bed and breakfast near Brattleboro, Vt., for this trip.</p>
<p>Beth Kennett, owner of Liberty Hill Farm in Rochester, Vt., said all seven rooms at her dairy farm&#8217;s inn are booked for the weekends through Oct. 18. She charges $90 per night per adult for a room, dinner and breakfast.</p>
<p>
Though she agreed that many tourists seem to be sticking closer to home in recent years, Kennett said this summer brought a surprisingly high number of international guests.</p>
<p>
Mal Pattiarachi, an information technology consultant in Canberra, Australia, is heading to Vermont and New Hampshire next month as part of a trip that also includes visiting friends in Oregon, Colorado and Illinois. With the Australian economy and its dollar quite strong, and air fares to the U.S. cheaper than ever, it&#8217;s a perfect time to travel, he said.</p>
<p>
&#8220;I&#8217;ve always wanted to see the leaves changing color in New England and I have never been to that part of the U.S.,&#8221; he said. &#8220;I had heard it&#8217;s quite a majestic sight.&#8221;</p>
<p>
Pattiarachi, 28, said he found it impossible to find affordable accommodations in popular spots like Stowe, Vt., so he chose locations farther out. That didn&#8217;t bother him &mdash; he figures he&#8217;ll see more of the scenic countryside &mdash; but he was a bit stressed out about trying to time his trip during &#8220;peak foliage.&#8221; This year, leaf peak is expected across most of New Hampshire and Vermont around Oct. 10-12 and in central Maine Sept. 29- Oct. 5.</p>
<p>
&#8220;Compared to Australia, which is extremely dry and has really only gum trees, even slightly off-peak in New England I think is going to be an amazing experience,&#8221; he said.</p>

<p>I have a house thats  been on the market for a year now. we are thinking of renting it out, i&#039;ve looked at the property management companys around  and they charge 10% of whatever you rent it for. Has any one used one? Has anyone rented property on their own and think its not worth 10% to deal with day to day issues and finding tenants? Me and my husband are pretty handy so i&#039;m not worried about repairs but evicting  people, and finding people, and all the time it  takes to deal with it.</p>

<p>This was a house i gave 90,000 cash down, and i lost do to job loss, the bank also rejected a offer of 215,000,  with a short sale offer, but four months later they sold it for 150,000 rejecting the short salel offer  i am so upset at this and now i get a 1099a  and they put that the fair market val  is 336,229.35 when they solt it for 150,000 and fair mark val is 130,000. should i worry about 1099a form i got????</p>

<p>CHARLESTON, W.Va. &ndash; Hard times for real estate developers means good times for conservationists as plummeting property values put tens of thousands of additional acres of historic<span id="more-229"></span> and scenic property within their reach.</p>
<p>While not every market has softened, conservationists have had significant success in Florida, the Southwest and parts of California, said Will Rogers, president of the Trust for Public Land, a national nonprofit that helps conserve land as parks, historic sites and rural lands.</p>
<p>Since last fall, the trust alone has preserved nearly 1,000 acres once targeted for housing in Georgia, New Hampshire, Oregon, Minnesota and Massachusetts.</p>
<p>Among the deals the trust still hopes to broker: land overlooking the scenic New River Gorge National River in West Virginia and miles of pristine beaches on the north shore of O&#8217;ahu in Hawaii.</p>
<p>&#8220;It&#8217;s the green lining of the current market,&#8221; Rogers said.</p>
<p>There&#8217;s also a silver lining: permanently protecting land from development often helps drive up values of nearby property.</p>
<p>Foreclosure notices nationwide rose 53 percent in June, compared with a year earlier, while sales of existing homes fell 2.6 percent to a seasonally adjusted annual rate of 4.86 million units &#8212; the lowest level in more than a decade. With so many more houses on the market, some developers are rethinking their plans.</p>
<p>The Trust for Public Land, which uses a pool of money to buy property until other land trusts and governments can raise enough money to buy it, is just one conservation group seizing upon the opportunity to permanently protect land from development.</p>
<p>Nearly 1,700 local and state land trusts belong to the Land Trust Alliance, a national coalition, while one of the largest conservancy groups, The Nature Conservancy, protects ecologically important land and water.</p>
<p>All are watching regional markets closely and identifying skittish landowners eager to dump prime real estate.</p>
<p>In Florida, where some land values skyrocketed from $1,500 an acre to $5,000 several years ago, The Nature Conservancy is practically overwhelmed by people clamoring to get out from under property, said Keith Fountain, director of land acquisition for the Conservancy&#8217;s Florida chapter.</p>
<p>The properties the conservation group does acquire &#8220;truly have to be jewels,&#8221; Fountain said. &#8220;It exceeds anything I&#8217;ve seen in my 16 years with the conservancy.&#8221;</p>
<p>Just a few years ago, conservationists couldn&#8217;t compete against speculators and flippers, he said. &#8220;It was very tough to buy anything.&#8221;</p>
<p>But that&#8217;s changing as competition dwindles and property values drop.</p>
<p>The Florida conservancy recently closed deals on between 85,000 and 100,000 acres worth about $380 million, compared with about 45,000 acres secured for $260 million during all of 2006, Fountain said.</p>
<p>The Trust for Public Land estimates it is snapping up properties for 30 percent to 60 percent less than it could have just three years ago.</p>
<p>In New Smyrna Beach, Fla., for example, the trust expects to pay about $4.4 million for 3 acres of Atlantic Ocean beachfront property. The asking price in 2005 was $6.2 million. The trust is brokering another deal in Indian Shores, Fla., where it hopes to pay about $6 million for land that brought $14 million in 2005.</p>
<p>The market shift is &#8220;somewhat bittersweet,&#8221; said Land Trust Alliance spokeswoman Anne W. Garnett.</p>
<p>
&#8220;No one wants to prey on anyone who runs into hard times,&#8221; but conservation is a viable option for many, particularly if it &#8220;keeps farmers farming and ranchers ranching.&#8221;</p>
<p>
Landowners who agree to protect land from development can sell it outright or grant easements. If they donate land, they can deduct from their federal taxes the value of the donation of up to 50 percent of their adjusted gross income per year. Some landowners qualify for higher percentages, and some states also offer tax breaks.</p>
<p>
For some development companies, like Gary Rufkahr&#8217;s Atlantis West Development LLC, conservation is a way to salvage at least part of their business plans.</p>
<p>
Atlantis West had hoped to build lucrative upscale condominiums on 4 acres of beachfront property in Indian Shores west of Tampa when it bought the property for $28 million in December 2005.</p>
<p>
Selling half of that acreage to the Trust for Public Land, even at a loss, could help Atlantis West generate enough leverage to develop the remaining acreage into a senior living community, he said.</p>
<p>
&#8220;It&#8217;s not the scenario we had hoped for, but you kind of do what you have to do,&#8221; he said.</p>
<p>
In West Virginia, Land Resource Companies may do the same, said Chief Executive Officer Mike Flaskey. The Trust for Public Land hopes to negotiate with Flaskey after he halted construction of the largest housing project ever planned along the New River Gorge National River &#8212; roughly 2,000 homes on 4,300 acres.</p>

Flaskey blamed tightened lending practices for the company&#8217;s predicament. &#8220;The pendulum has swung so far the other way,&#8221; he said.</p>
<p>
Of all of the trust&#8217;s pending deals, Rogers said he is most excited about the chance to buy land on the north shore of O&#8217;ahu in Hawaii that is home to the threatened green sea turtle and endangered monk seal habitat.</p>
<p>
Oaktree Capital Management of Los Angeles had hoped to build 2,500 hotel rooms and 1,000 condos on 850 acres of beachfront property, but those plans are on hold, and Gov. Linda Lingle has asked the trust to help find a buyer.</p>
<p>
The long-term impact of more land being conserved is generally good for the market, said John Randolph, director of the School of Public and International Affairs at Virginia Tech. He has studied conservation as big business and says open spaces boost nearby property values.</p>
<p>
Developers often embrace conservation because it allows them to incorporate open spaces in their development plans without having to pay for them, he said. Local governments, nearby property owners and auxiliary developers also like it because it enhances the overall aesthetics of the community, he said.</p>
<p>
Still, not all developers who now find themselves on the wrong side of the market are looking to sell, Fountain said. Some have the financial wherewithal to move forward with their development or hold onto the property until the market turns back in their favor.</p>

<p><b>Income tax question about multi-state filing.  My wife and I moved from WV to Oregon in early December 2005&#8230;</b>
<p>But we still owned our house in West Virginia, which did not sell until March of 2006, even though we listed it immediately upon moving.  We did NOT live<span id="more-228"></span> in WV at all in 2006, nor did we make any income, except a small profit on the sale of our house.  The amount we made on the sale was well below the married couple exemption of 500,000 dollars, and we were in that house for 5 years before we moved and sold it.</p>
<p>So, the question is:  Do we need to file a 2006 state tax return for WV, given that we did not live there, nor make any income there in all of 2006 other than the profit from the house sale?</p>
